This spotting scope has cosmetic defects but is in excellent condition where it counts: optical glass (both scope objective and eyepiece) and focuser operation.
In addition to the flaws marked in photos, the enamel finish shows signs of use/wear overall (e.g., scuffs, fading). The finish probably could be brightened and rejuvenated with the proper cleaner/solvent, and the red metal ring could be repainted (after unscrewing the prism housing from the lens barrel at the ring), but NRO has not undertaken any such modifications or cleaning efforts other than a Windex wipedown.
This scope is fully functional and provides sharp, high-contrast views, but due to the cosmetic flaws and the lack of front or rear caps, NRO is offering it at a bargain price.
